There is hue and cry from all corners for early restoration of the power supply at Seppa. In spite of several discussions, repeated verbal and written correspondences, the concerned department could not restore the power supply till date.

Proper implementation of scheme sought
ITANAGAR, Oct 10: Expressing deep anguish at the Rural Development department for alleged poor implementation of Rasthriya Swasthya Bima Yojna (RSBY) scheme in the state, Zilla Parishad Member of 7th East Seppa Raju Gyadi who is also vice president of Arunachal Pradesh Panchyati Raj Coordination Committee appealed to the Chief Minister not to release the fund until the scheme is properly implemented. Gyadi claimed that MoU was signed between the department and M/s Royal Sundram Allaince Insurance Company Limited in Novemeber 2012 under which BPL people were supposed to get Rs 30,000/(Thirty thousand only) for free treatment under health care benefit scheme. He further claimed that most of the districts do not avail the benefits. ZPM further went on to say that the company did not even organize awareness campaign among the public nor install require machine like biometric or call center which could help the people to get benefits. The department did not instruct or directed the nominated agency to maintain central guidelines in implementation, he added.

Arunachal archers detained at airport for stapled Chinese visa
NEW DELHI, Oct 10: The contentious issue of China issuing stapled visas to residents of Arunachal Pradesh surfaced once again, when two young women archers from the border state heading to Wuxi for Youth World Archery Championship, were prevented from boarding a China Southern Airlines flight at New Delhi’s Indira Gandhi International Airport tonight.

Archery Association of India president VK Malhotra said that the Chinese Airlines Authorities denied the two archers from boarding the flight, saying that they will not be allowed to enter China as they don’t have affixed visa on their passport.
“The Chinese embassy issued the stapled visa to the two Arunachal archers and they said there should not be any issue. But when they were to board the flight, the Chinese airlines authorities said the two archers will not be allowed to enter China by the immigration department there,” Malhotra said.
Confirming the incident, AAI assistant secretary Gunjan Abrol said: “It’s a political issue as China considers the state ‘disputed’. For no fault of theirs, the two poor archers were heartbroken. These two Arunachali archers are very young, both 1999 born and they are very upset. We were surprised that the Chinese airlines authorities told us that the two archers cannot board the flight despite all their travel documents are in order,” he said.
“Since the stapled visa was issued by the Chinese Embassy, we thought there should not be any problem,” Abrol added.
The two female archers are kept at the Delhi Lawn Tennis Association (DLTA) Guest House.
China has been in practice of issuing stapled Visas — unlike the normal stamped Visas on an individual’s passport — to residents of Arunachal Pradesh and Jammu and Kashmir which it considers disputed.
The practice of issuing stapled visas to residents of Arunachal Pradesh came to light in January 2011 when two weightlifters belonging to the state were prevented by immigration officials from boarding a flight from New Delhi to Beijing since they had such visas issued by the Chinese Embassy on their passports.
India has been protesting the issuing of stapled visas by the Chinese to the residents of Arunachal Pradesh.

Meanwhile, following the receipt of complain from three Research Scholars of Rajiv Gandhi University against Prof M C Behera, director of AITS, alleging him of molestation charge, registrar of university Dr Rachob Taba today served show cause notice to alleged accused. “On the basis of their complaint, why necessary disciplinary proceedings should not be initiated against Prof. M C Behera, as per rules. He should furnish his reply to the Registrar of the University within 48 hours from October 10, 2013,” read the notice.
Meanwhile Rajiv Gandhi University Teachers Association (RGUTA) has expressed its deep anguish while condemning the shocking and disgraceful incident of alleged molestation in the RGU campus. It has asked district administration to deal with the case as per the stringent provisions laid down by the law. It also demanded from the university authority to take strong disciplinary action against the concerned faculty.
AGSU in its strongest term condemned the reported rape attempt to a research scholar by its supervisor/teacher. The Union demanded stern legal action against the professor and appealed for his termination. Such dirty act on the part of a teacher has lowered the dignity of premier and highest academic learning institution of the state, it said.
Tuki seeks central fund for flood and erosion management
NEW DELHI, Oct 10: Chief Minister Nabam Tuki has urged the Union Ministry of Water Resources to provide alternative funds for flood and erosion management projects in the state to compensate for the non inclusion of the state under the ADB funded Integrated Flood and Erosion Management Programme (IFREM).
In an hour long meeting with the Union Water Resources Secretary Alok Rawat at New Delhi, Tuki stressed the need for funds to comprehensively tackle the flood and erosion problems in the state. While terming the non inclusion of Arunachal Pradesh in the ADB project as a gross injustice to the people of the state, the Chief Minister mentioned that the State had already submitted projects to the tune of Rs. 516 crores under the said scheme.
Rawat assured the Chief Minister that the Ministry would take up the matter and ensure that Arunachal Pradesh gets adequate funding against the submitted project.
Tuki also discussed extensively the scope of other programmes under the Ministry of Water Resources for the benefit of the state. He highlighted the importance of projects for repair and restoration of water bodies to maintain the rich bio diversity of the state. He was accompanied by Union MoS for Minority Affairs Ninong Ering, Secretary WRD Gaken Ete, among others.
Later in the day, the Chief Minister called on Union Rural Development Minister Jairam Ramesh to discuss the status of various programmes under the RD Ministry being implemented in the state. The Union Minister informed that upon the request of the Chief Minister he has made an additional allocation of 1439 houses under the Indira Awas Yojana (IAY) for the benefit of the deprived sections in the remote areas of the state.
They discussed the status of the PMGSY schemes and the Union Minister assured his full support in the form of sanctioning important roads included in the new proposal submitted to the Ministry of RD covering a road length of 744.95 kms. The CM also met the Planning Commission Advisor (NE) S.N Brohmo Choudhury to discuss various issues pertaining to the Planning Commission programmes for the state of Arunachal Pradesh. They discussed the scope for enhancement of the allocation under Accelerated Irrigation Benefit Programme ( AIBP), pending projects such as 22 unconnected administrative centres, drinking water supply to the border blocks, 132 Kv Intra State Transmission Grid , among others. He was accompanied by Secretary Planning, Sonam Chombay.
ITANAGAR, Oct 10: Citing Supreme Court order, the Capital Complex District Administration today declared proposed 24 hrs Capital Bandh call on 16th of this month by Students Union Movement of Arunachal Pradesh (SUMA) as unconstitutional and illegal. The frequent bandh calls by various organizations disrupts the law and order situation in the district/ state Capital and also cause undue hardships and miseries to the common man, stated capital administration in a release.
“It also seriously affects the livelihood of wage earners, business persons etc. The resultant affects of the bandh calls is that the District and Police Administration are kept engaged in maintaining peaceful law and order situation and because of it, other important works of District Administration are adversely affected causing undue delay in official works. It also has huge monetary implications not only to the Govt. in terms of making arrangements but it also leads to huge economic loss to the Society,” read the statement of district magistrate.
The Administration has also ordered that any damage to private property shall be recovered from such Bandh callers. The police officials have also been directed to take all security measures to ensure the safety of life and property of citizens of capital. The District Administration has also requested for cooperation from the Arunachal Pradesh Chamber of commerce, all the Market Welfare Committees, Petrol Depots Association, Banking Community within Capital Complex area and appealed to their members to carry out their routine business as usual, so that bandh callers are discouraged and the routine life of common man is not disrupted. All the Public transport associations have also requested to appeal their members to ply their vehicles as usual to ensure public convenience.

ITANAGAR, Oct 10: Parliamentary secretary for PHE & WS cum Tezu MLA Karikho Kri in a release today made sensational claim that Anjaw MLA Kalikho Pul, who was dropped from the council of minister is politically hostile and opposed to the present Chief Minister and therefore he is also harbouring animosity against him. Interestingly both Pul and Kri represent the ruling Congress party.
While clarifying to the allegation levelled against him for carrying out violent activities against some member of All Mishmi Students Union (AMSU) recently at Tezu, he termed the allegation hurled by victim families of Tezu vandalism incident as concocted and politically motivated.
In a written statement Kri clarified that he had nothing to do with the incident that took place at Tezu on September 27 and said that allegation was levelled with malicious intention.
Recounting the incident, he said, All Mishmi Students Union (AMSU) is divided into two factions. One group of the AMSU is being led by Sohalo Ngadong, president and other part of the student wing is led by Ahingso Kri, its general secretary. There was animosity between the two groups because both group wanted to conduct the next AMSU election at their preferred venues. Ngadong wanted to conduct the election at Hawai in Anjaw district and Kri at Wakro, Lohit district. Both the groups were adamant to their point, and the matter could not be resolved amicably. Sensing that it was becoming difficult to placate the other group to agree to conduct the election at Hawai, the group led by Ngadong tried to suppress the other group by use of force and started taunting; hurling derogatory remarks against the group led by Kri at Tezu and destroyed several numbers of vehicles and shops at Tezu town. Later the same group bashed up the school captain of Govt. Higher Secondary School, Tezu inside the school premises. After that incident, the stage was set for confrontation and open feud broke out between the two groups.

On 17th August 2013, Ajan Pul instigated a group of mob armed with lethal weapon who wanted to snatch away our family land illegitimately. They even uprooted the security fencing forcibly. Following that incident, my younger brother lodged an FIR at the Police Station, Tezu two days later, on 19th August and taking cognizance of the fact, the police registered a case against Ajan Pal under section 147/352/427/506/34 IPC. It is also vital for the media houses to know that Ajan Pul is a close relative of Kalikho Pul, MLA of Anjaw district,” he said.
Ajan Pul, Sohalo Ngadong and Kuling Chaitom are not students. But it is surprising to learn that they’re still holding position in students union. The whole truth is that they’re political activists but under the guise of student organization, they’re trying to defame me politically and jeopardize the peace and tranquility of the region in order to discredit my personality. The political game against me started evolving right the new government took over. Kalikho Pul, who was dropped from the council of minister, is hostile and opposed to the CM politically and he is also harboring animosity against me, Kri further added.

In its memorandum to Deputy Commissioner Upper Subansiri District, ATSU said that due to lack of adequate teachers and non existing of familiar subjects like Hindi, Geography and education department in the college students are facing huge problem which also resulted in very poor performance in the previous year’s academy result in which only 25 student, out of 299 appeared came out successfully.
ATSU also claimed that there are many private and Govt secondary schools, middle and primary schools in Upper Subansiri, but in Daporijo township there is only one Govt higher secondary school which is too overcrowded with 200 to 300 students in one class room. Many student do not get admission in this lone higher secondary school in township due to shortage of class rooms and infrastructure which has become a serious problem for the students, ATSU claimed.
Further ATSU informed that burial ground nearby local dwellers is creating unhygienic atmosphere in the area and need to shift in some other place outside the town, they said.

Earlier the cam was inaugurated on Oct 4 wherein Millo Tasser, Divisional Forest Officer, Shergaon Forest Division, and Indi Glow, Chairman of the Bugun Welfare Society spoke.
The school children were introduced to several aspects of wildlife and conservation, including the global importance of Eaglenest Wildlife Sanctuary, the stunning array of plants, birds and animals that are found in Eaglenest, as well as the importance of wildlife conservation.
Each session was accompanied by group and individual practical exercises, such as mapping Eaglenest, matching rare animals and their habitats and learning about insects all of which saw enthusiastic participation. Wildlife documentaries were also screened in the evenings.
During valedictory function held on Oct 10, students were presented with certificates of excellence for various categories of activities, group as well as individual. Every student was given certificate of excellence. Former MLA Naresh Glow and other members of Singchung gram sabha attended the concluding ceremony.
Durga Puja celebrations begin at Pasighat, Ruksin

Though the prices of garments and all other items have increased considerably, yet a large number of customers are seen busy in marketing.
There are eight puja mandap (pandals) in and around Pasighat town and two at Ruskin with each pandal costing around Rs. two to five lakh. The management and organizers of the puja are leaving no stone unturned to entice visitors.
Puja mandaps wear a festive look with illuminated and colourful flash lights. The priests are seen busy in performing rituals (Budhan and Awahan) at the onset of Maha Sasthi this evening, while the devotees are seen thronging the pandals amidst the chanting of hymns.
The Hindus believe that the Goddess arrives on the earth to kill the demon king Mahisasura, symbolizing the victory of good over evil. She is accompanied by her children Lakshmi, Saraswati, Kartik and Ganesha.

Taloh highlights handloom sector in national conference
ITANAGAR, Oct 10: Arunachal Pradesh Textiles and Industries Minister Tapang Taloh highlighted the importance of handloom, handicrafts and sericulture sectors in the conference of States Ministers, Textiles held in Vigyan Bhawan, New Delhi yesterday.
More emphasis has been made for continuation of Group Approach with enhanced of project amount in the conference. The minister apprised about Cluster Programme which will provide more benfit to weavers living in rural area in the State. Taloh also raised the establishment of NIFT in Arunachal Pradesh in which Union Minister has agreed in principle. Giving his nod to the invitation of Taloh, the Union Textiles Minister Dr K S Rao agreed to visit Arunachal Pradesh on Nov 6 and 7 next. The conference which was convened by Union Minister of Textiles Dr. K. S. Rao with all Ministers of the State and Union Territory of Textiles.
The policies and programmes for launching of new scheme and modified ongoing schemes have been discussed in the confenece attended by all ministers of states, secretaries and directors and convened by Union Minister of Textiles Dr. K. S. Rao, according to an official release.

Why rake up issue now

For the last few months in local dailies it has been observed that article about
improper conduct in the distribution of compensation is being claimed by few individuals
and in the name of various associations, society from 12th Pakke-

Before starting of TAH payment it was published in the local dailies continuously for ten days for claim and objection. I questioned where all claimant was hibernating at that time? Why time again and again the District Administration is entertaining the matters after its own notification.
Dragging of local MLA and PRI leaders in the distribution of TAH compensation is baseless since this issue is related with business of two individual’s i.e claimant and compensation paying authorities.
Lastly, I appeal to the District Administration, East Kameng, to immediately dispose of the remaining payment immediately and unnecessarily withholding payment is inviting the problems besides delaying in construction works of Trans Arunachal Highway which will become life line of Arunachalees and remedies of surface communication gapped in the area since many years.

Beware of fraud schools
Dear Editor,
Through the column of your esteemed daily, I would like to appeal all the parents
of our state to be alert while admitting their children in any private schools. Just
after seeing the attractive advertisement they should not get their children admitted
and should carry out proper research. Often it is seen that faculty members coming
from different region of country, physically and morally torture our children in
the form of rape, molestation etc. It is well known that due to alleged rape of as
many as 14 girls by the hostel warden -
It has been practically seen by every section of society that principal of St. Anthony’s
Junior college for science, Harmoti Assam also allegedly raped and molested some
girls of his college recently .He is Mr Roy Das Melathil now in jail who comes from
same region, from which the Likabali rape accused belongs. Due to his heinous criminal
act, the school has been closed forever by the localities of Harmoti. Sufferer were
our Arunachalee students numbering around 50 hailing from every nock & corners of
the state like Tuting ,Mechuka, Aalo,Nyapin,Sangram ,Sagalee, and Daprijo etc. The
incident happened in mid academic carrier of the students soon after F.A-

Advantages and disadvantages of compensation money
Dear Editor,
Applause to the compensation system that prevails in our state. Till date many of us had received a good amount in the form of compensation from construction companies or organizations. Whether it is road construction company or power developer, they had paid us handsomely. Many of us became Lakhpati and even some few became crorepati within a short span of time without much difficulties and hard labour. The compensation money acts as a great reliever and harbinger for many of us. We are relieved from the long pending debt. We are blessed with four wheelers, two wheelers, mobile, telephone and all luxury items from the compensation money. Many of us started sending the kids to private schools and colleges. Even some of the families have left for long trip with family members on visiting or medical purposes. These all were a distant dream for many of many us without compensation money.
However, as we know, for every good thing there is also a bad thing. For many of us, this luxurious life style last for a very short period. In another sense, the compensation money compels some of us to live an unrealistic life style. It is seen that many of us has lost our traditional system of living of the society. We start living like a king or queen. The foreign liquor takes the place of traditional drinks. The gold and silver chains replaced with rich traditional ornaments and beads. Bikes and mobiles are easily purchased for the school going children. Even some of our beloved children became addicted to bad habits. After spending whole of the compensation amount, a life of frustration and depression begins. A position comes from where we are unable to return and adjust with our rich traditional life style of the society. Even many happy families are disturbed and in certain cases enmity among the family members are created.
It may not be wrong to assume that this all happens due to the abnormally high compensation money received from the private companies or the organizations at once. Many of us received a big amount at once with a small loss of assets and properties. The method applied by these private companies and the organizations for assessing the loss of assets and properties might be the best method of the world because it has been observed that with a small loss of assets and properties, many of us used to get a huge amount. That may be one of the reasons why people use to do plantation and construct structures in and around the project site.
Thus, to ensure a quality works, the various companies and the organizations engaged in this field are to assess the losses of assets and properties based on its originality. It may also be ensured that no one is deprived of from the compensation because it has been observed that many of the influential people used to get big bucks for a small loss while some genuine people used to get a small amount for the huge losses of assets and properties. While assessing the losses, the existing rate of the value of assets and properties prevails in the society may also be consulted properly so that there is least harm and disturbances to the peaceful traditional society. Let the payment of the compensation be based on the actual losses caused to a person or family.
Again, as a concern and responsible citizen of the society as well as the State, let us take extra precautions while spending the compensation money. Judicious use of compensation money is highly required for a long lasting solution of the various problems that crops up from the compensation money. Let us treat compensation money as hard earned money instead of treating it as easy and free money. Let us create permanent source of income by establishing durable assets and properties. Moreover, let us not claim abnormally high compensation particularly from the road construction companies as every abnormality is not a good sign. Let us take the road crossing our land as a boon instead of money minting machine as the road crossing our land will make it more valuable. Moreover, let us be pro developmental activities of the State. Lastly, whatever the compensation money we have received, let us spend it judiciously and economically and create permanent assets.

Impact of climate change
According to a study into people's experience of climate change, almost all of the
33,500 respondents across seven countries identified significant changes to their
environment and basic resources -
In India, almost half of respondents surveyed across Gujarat, Madhya Pradesh, Odisha, Tamil Nadu, Uttarakhand and Mumbai were struggling or finding it impossible to take any action at all. A large percentage of rural respondents felt that agricultural productivity had declined over the last ten years and farmers said that crops had declined due to unpredictable rainfall. But poor and rural communities had low access to information that could help them to manage shrinking resources such as water, which all groups reported as their biggest worry.
Only 17 per cent of respondents in Madhya Pradesh felt informed about how to respond to changes in their environment, and many simply did not feel that they could take individual action.
On the other hand, 74 per cent of respondents in Mumbai said that they felt informed and better off urban respondents reported making changes such as saving energy, finding new water sources and planning for disasters.
Ninety percent of people across the five states and Mumbai said that changes in the
environment were impacting on their household income, but only 30 per cent were willing
to make changes to their livelihoods. Over half said that it was not their responsibility
to take action -
