Durga Puja greetings

ITANAGAR, Oct 10:  Governor of Arunachal Pradesh Lt General (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki conveyed warm greetings and good wishes to the people of the State and the country on the auspicious occasion of Durga Puja, Navratri and Dussehra festivals.

In his festival message, the Governor expressed his hope that the celebration of the triumph of truth and virtue over vice will strengthen the ethical and moral values in every citizen. He wished that the festivities inspire all to follow the path of virtue and compassion.  

Chief Minister Nabam Tuki prayed almighty to allow good to always win over the bad. He believed that the festival would instill a sense of brotherhood and spread the message of peace and love besides wishing for a bumper harvest.

 

 

E Kameng DC appeals for early restoration of power supply

SEPPA, Oct 10: The Seppa township is reeling under darkness since the breakdown of Pacha Hydel Unit 1 on 20/8/2013.  Due to power crisis the normal functioning of offices/schools and other institutions are badly affected.  

There is hue and cry from all corners for early restoration of the power supply at Seppa.  In spite of several discussions, repeated verbal and written  correspondences, the concerned  department  could not restore the power supply till date.  

The Deputy Commissioner, Tarin Dakpe vide letter No. PA/DEV/2012 DTD. 9/10/13 appealed the concerned authority to restore the power supply at Seppa at the earliest to avoid any breach of law & order in Seppa township  since the public are threatening to launch indefinite strike if the department fails to restore the power supply at the earliest. ‘Resonance -13’ concludes at Saint Claret’s

Ziro, Oct 10:  The College Week of Saint Claret’s, traditionally named “Resonance” concluded with the West Rangers lifting the coveted Resonance Trophy with 225 points. The events which began on September 30th with a colorful march of the four teams, named West Rangers, East Riders, North Flyers, and South Warriors, formally ended with the traditional basketball match with the finalists and the solemn lowering of the College Flag by the principal. The week-long event saw tough competition across a variety of cultural and literary events, fine arts, sports, and athletics, primarily programed after the events of Intercollegiate Youth Festival organized by Rajiv Gandhi University and as a preparation for the same.

The entire organization was taken care of by the staff and the Junior Claretine Council, the student body of the College, ably directed by Fr. Allwyn Mendoz and Fr. Walter Naveen, the vice principals of the College. The event confirmed and showcased the rich and diverse talents of the students. But the most impressive and heartwarming aspect was the manner in which students competed with much enthusiasm, friendliness, cooperation, and sportsman spirit beyond the borders of their own teams, which spoke volumes of the rich humanity of the youngsters.

 

Family planning camp   

ITANAGAR, Oct 10: A two-day family planning (Tubectomy Operation) camp organised by District Health Society, Bomdila, West Kameng District  came to an end at Community Health Centre, Dirang on Oct eight last. A team of doctors including Dr.(Mrs) Gom Lhamu,Obst  and  Gyne and Dr.(Miss) A.Tapir MD (Anesth) with B.Sharma, L/T District Hospital Bomdila and  staff  attended the Camp and a total of 14 Tubectomy Operation were done. Blood for R/E  and  Urine R/E were examined and essential medicines distributed at free of cost to all tubectomy patients.

Earlier, the camp was inaugurated by ADC Dirang in presence of all HODs  and all panchayat members. The public and all staffs appreciated Dr S.K.Singh, SMO CHC, Dirang and Medical Staffs of District Hospital Bomdila for grand success of  the camp.

 

Proper implementation of scheme sought

ITANAGAR, Oct 10: Expressing deep anguish at the Rural Development department for alleged poor implementation of Rasthriya Swasthya Bima Yojna (RSBY) scheme in the state, Zilla Parishad Member of 7th East Seppa Raju Gyadi who is also vice president of Arunachal Pradesh Panchyati Raj Coordination Committee appealed to the Chief Minister not to release the fund until the scheme is properly implemented. Gyadi claimed  that MoU was signed between the department and M/s Royal Sundram Allaince Insurance Company Limited in Novemeber 2012 under  which BPL people  were supposed to get Rs 30,000/(Thirty thousand only)  for free treatment under health care benefit scheme.  He further claimed that most of the districts do not avail the benefits. ZPM further went on to say that the company did not even organize awareness campaign among the public nor install require machine like biometric or call center which could help the people to get benefits. The department did not instruct or directed the nominated agency to maintain central guidelines in implementation, he added.

 

Teacher-parents meet held

ITANAGAR, Oct 10: Under the initiative of Tayek Talom, Principal, an IQAC sponsored parent-teacher meet was organised in J.N. College auditorium today. Principal Talom appreciated the parents for their overwhelming response in giving their feedbacks and suggestions for the all-round development of the college and ensured that all these will be taken care of in practice. The vice-principal SR Choudhury highlighted the importance of such meet to ensure quality education in the face of globalisation.

DVLN Rao, the academic in charge presented the statistical data about the admissions in current academic session and the results of last year’s University exams focusing the spectacular achievements of the students in different classes. Dr. SD Choudhury, Associate Professor and Dr. Anga Padu, Asst. Prof. spoke at length on the achievements of the college in last 5 years, and the present status of JNC in terms of innovative practices and infrastructural development initiatives respectively. Earlier, the convenor of the programme Dr. Y. Singh, Associate prof, deliberated on the purpose of the meeting to discuss various issues related to student welfare and college development in a holistic manner. Dr. A.K. PR leaders seeks CS intervention to expedite TAH

ITANAGAR, Oct 10:   The panchayat leaders of 12th Pakke-Kessang of East Kameng sought the chief secretary intervention to expedite the Trans-Arunachal Highway Project in the area claiming that district authority is busy in giving clarification to pity complaints lodged by public. In a letter address to the chief secretary, the PR leaders also claimed due to concerned authority’s indifference attitude the ground work is halted despite the state has limited working season.

 

ACS applauds Govt decision

ITANAGAR, Oct 10: While lauding the state Govt’s decision to lift the ban on transaction up to Rs 50 lakh, Arunachal Civil Society (ACS) today hoped that under the leadership of Chief Minister Nabam Tuki and Finance Minister Chowna Mein, central fund for development would continue to flow in Arunachal Pradesh and development will reach to the door step of poor and needy people throughout the state.

 

Golden jubilee celebration

ITANAGAR, Oct 09: The first coordination meeting of the newly selected body of Jawaharlal Nehru College Alumni Association, Pasighat with the Principal, JNC Pasighat, the Patron of JNCAA was held in the office of the Principal on October 4 to discuss about the Golden Jubilee celebration of the college next year.

Dambuk KGBV girls shine

ITANAGAR, Oct 11: The girls of Kasturba Gandhi Balika Vidyalaya (KGBV) Dambuk, Lower Dibang Valley won 3rd position in State Level Folk Dance and role play competition for students on Adolescence and Population Education organised by SCERT at Bharat Scouts and Guides State HQ, Naharlagun on Oct 9 last.

The KGBV Dambuk is run by all women and child welfare society.

 

Seminar on cooperative in rural development

ITANAGAR, Oct 10: About 45 SHG members participated in a district level workshop cum seminar on ‘Cooperative in Rural Development’ at Sagalee yesterday.

Organized by Arunachal Pradesh State Cooperative Union, the workshop was sponsored by Cooperative Education Fund (CEF) of National Cooperative Union of India, New Delhi.

Governor to visit Upper Siang  

YINGKIONG, Oct 10: Arunachal Pradesh Governor Lt. General (Retired) Nirbhay Sharma is visiting Upper Siang district, particularly Yingkiong, the district headquarter and outpost border sub-divisional Headquarter, Tuting on 11 October. During his one day maiden visit the Governor will have meeting and interaction with MLA, HoDs and PRI members at the conference hall and circuit house.

GB and DLVMC meeting held

YINGKIONG, Oct 10: The District Level Vigilance  and Monitoring Committee and Governing Body Meeting of DRDA of Upper Siang District was held on Oct 9 for finalization of AAP and approval of DRDA budget and review of the various flagship programmes of rural development in the  district.

Presiding over the meeting, Apel Modi, ZP Chairperson asked the officers to work with in closed coordination with the PRI members. DC-cum-CEO, DRDA Liyon Borang asked the officers to work sincerely and maintain quality and transparency in execution of various centrally sponsored schemes.

All the members of the body shared their views, knowledge and experiences for better implementation of various centrally sponsored schemes in the district.

Aalo to Darak Bus service re-introduced

ITANAGAR, Oct 10:  The people of Darak circle in West Siang district has reason to smile as the state transport service department has fulfilled the longfelt demand of people today by re-introducing Aalo to Darak bus service. This was informed by Abu Tayeng General Manager of the state transport department. The general manager said that with re-introduction of bus between Aalo-Darak, people of the said area would get huge relief in transportation.  Tayeng further shared that the department has re-introduced a service while taking consideration of public demand led by Anchal Samiti Member Chairperson Yayir Boje. Darak is around 36 kilometers away from Aalo town.

 

LIC’s social security awareness camp

ITANAGAR, Oct 10: A social security camp was organized by LIC of India, Jorhat Division, P&GS Unit at  Naharlagun, Itanagar today.

The awareness camp is organized as part of Social Security Month being celebrated in the month of October every year.   It is worth mentioning here that  Gandhi Jayanti is also celebrated in October to commemorate the birth anniversary of Mahatma Gandhi, Father of the nation.

The Govt. of India in association with Life Insurance of India (LIC) has sponsored various Insurance schemes for the benefit of BPL or slightly above BPL families.   Resource persons also highlights the  importance of  Aam Admi Bima Yojona which is beneficial for  self-help group, rural   and urban poor, agricultural labours, construction workers, weavers, hilly area women, anganwadi workers etc.

Tapi Taku, Vice President of Northeast Development Welfare Society (state unit), Itanagar has helped in organising the camp. Abdul Malik, Deputy Manager, P&GS Unit, LIC of India, Jorhat has addressed the Camp explaining the benefits of the schemes.

Arunachal archers detained at airport for stapled Chinese visa

NEW DELHI, Oct 10: The contentious issue of China issuing stapled visas to residents of Arunachal Pradesh surfaced once again, when two young women archers from the border state heading to Wuxi for Youth World Archery Championship, were prevented from boarding a China Southern Airlines flight at New Delhi’s Indira Gandhi International Airport tonight.

Mihu Maselo and Yumi Sorang, who were the only two Arunachal archers in the 24-member squad, were given stapled Visas issued on a separate papers as the immigration officials prevented them from boarding the 11.10 pm flight to Guangzhou.

Archery Association of India president VK Malhotra said that the Chinese Airlines Authorities denied the two archers from boarding the flight, saying that they will not be allowed to enter China as they don’t have affixed visa on their passport.

“The Chinese embassy issued the stapled visa to the two Arunachal archers and they said there should not be any issue. But when they were to board the flight, the Chinese airlines authorities said the two archers will not be allowed to enter China by the immigration department there,” Malhotra said.

Confirming the incident, AAI assistant secretary Gunjan Abrol said: “It’s a political issue as China considers the state ‘disputed’. For no fault of theirs, the two poor archers were heartbroken. These two Arunachali archers are very young, both 1999 born and they are very upset. We were surprised that the Chinese airlines authorities told us that the two archers cannot board the flight despite all their travel documents are in order,” he said.

“Since the stapled visa was issued by the Chinese Embassy, we thought there should not be any problem,” Abrol added.

The two female archers are kept at the Delhi Lawn Tennis Association (DLTA) Guest House.

China has been in practice of issuing stapled Visas — unlike the normal stamped Visas on an individual’s passport — to residents of Arunachal Pradesh and Jammu and Kashmir which it considers disputed.

The practice of issuing stapled visas to residents of Arunachal Pradesh came to light in January 2011 when two weightlifters belonging to the state were prevented by immigration officials from boarding a flight from New Delhi to Beijing since they had such visas issued by the Chinese Embassy on their passports.

India has been protesting the issuing of stapled visas by the Chinese to the residents of Arunachal Pradesh.

India considers as ‘invalid’ the stand-alone Chinese ‘paper’ visas given to some of its nationals and the contentious issue has been taken up with the highest levels of the Chinese government. PTI

 

 

Show-cause notice served to alleged accused

Students protest over molestation

RONO Hills: Oct 10: Following the alleged molestation of three students by a senior professor M.C. Behera, hundreds of students led by Rajiv Gandhi University Students Union (RGUSU) today thronged into the office premises of the Vice-Chancellor at Administrative Block, RGU and demanded drastic action against the professor.

Meanwhile, alleged accused M C Behera, who is serving as the Director, AITS is reportedly absconding and traceless.

Angry students shouted slogans demanding immediate expulsion of the accused from his service.

Later, the RGUSU representatives had a meeting with the university authority along with three victims. After the threadbare discussion the university authority assured to take stringent action against the accused and urged the student community to have patience while the administrative procedure takes place. RGUSU President Bengia Taza asserted that if the authority fails to take action, the Union would continue the fight till the justice is done.

Meanwhile, following the receipt of complain from three Research Scholars of Rajiv Gandhi University against Prof M C Behera, director of AITS, alleging him of molestation charge, registrar of university Dr Rachob Taba today served show cause notice to alleged accused. “On the basis of their complaint, why necessary disciplinary proceedings should not be initiated against Prof. M C Behera, as per rules. He should furnish his reply to the Registrar of the University within 48 hours from October 10, 2013,” read the notice.

Meanwhile Rajiv Gandhi University Teachers Association (RGUTA) has expressed its deep anguish while condemning the shocking and disgraceful incident of alleged molestation in the RGU campus. It has asked district administration to deal with the case as per the stringent provisions laid down by the law.  It also demanded from the university authority to take strong disciplinary action against the concerned faculty.  

AGSU in its strongest term condemned the reported rape attempt to a research scholar by its supervisor/teacher. The Union demanded stern legal action against the professor and appealed for his termination. Such dirty act on the part of a teacher has lowered the dignity of premier and highest academic learning institution of the state, it said.

 

 

Tuki seeks central fund for flood and erosion management

NEW DELHI, Oct 10: Chief Minister Nabam Tuki has urged the Union Ministry of Water Resources to provide alternative funds for flood and erosion management projects in the state to compensate for the non inclusion of the state under the ADB funded Integrated Flood and Erosion Management Programme (IFREM).

In an hour long meeting with the Union Water Resources Secretary Alok Rawat at New Delhi, Tuki stressed the need for funds to comprehensively tackle the flood and erosion problems in the state. While terming the non inclusion of Arunachal Pradesh in the ADB project as a gross injustice to the people of the state, the Chief Minister mentioned that the State had already submitted projects to the tune of Rs. 516 crores under the said scheme.

Rawat assured the Chief Minister that the Ministry would take up the matter and ensure that Arunachal Pradesh gets adequate funding against the submitted project.

Tuki also discussed extensively the scope of other programmes under the Ministry of Water Resources for the benefit of the state. He highlighted the importance of projects for repair and restoration of water bodies to maintain the rich bio diversity of the state.  He was accompanied by Union MoS for Minority Affairs Ninong Ering, Secretary WRD Gaken Ete, among others.

Later in the day, the Chief Minister called on Union Rural Development Minister Jairam Ramesh to discuss the status of various programmes under the RD Ministry being implemented in the state. The Union Minister informed that upon the request of the Chief Minister he has made an additional allocation of 1439 houses under the Indira Awas Yojana (IAY) for the benefit of the deprived sections in the remote areas of the state.

They discussed the status of the PMGSY schemes and the Union Minister assured his full support in the form of sanctioning important roads included in the new proposal submitted to the Ministry of RD covering a road length of 744.95 kms.   The CM also met the Planning Commission Advisor (NE) S.N Brohmo Choudhury to discuss various issues pertaining to the Planning Commission programmes for the state of Arunachal Pradesh. They discussed the scope for enhancement of the allocation under Accelerated Irrigation Benefit Programme ( AIBP), pending projects such as 22 unconnected administrative centres, drinking water supply to the border blocks, 132 Kv Intra State Transmission Grid , among others. He was accompanied by Secretary Planning, Sonam Chombay.

 

 

Bandh call declared illegal

ITANAGAR, Oct 10: Citing Supreme Court order, the Capital Complex District Administration today declared proposed 24 hrs Capital Bandh call on 16th of this month by Students Union Movement of Arunachal Pradesh (SUMA) as unconstitutional and illegal. The frequent bandh calls by various organizations disrupts the law and order situation in the district/ state Capital and also cause undue hardships and miseries to the common man, stated capital administration in a release.

“It also seriously affects the livelihood of wage earners, business persons etc.  The resultant affects of the bandh calls is that the District and Police Administration are kept engaged in maintaining peaceful law and order situation and because of it, other important works of District Administration are adversely affected causing undue delay in official works. It also has huge monetary implications not only to the Govt. in terms of making arrangements but it also leads to huge economic loss to the Society,” read the statement of district magistrate.

The Administration has also ordered that any damage to private property shall be recovered from such Bandh callers. The police officials have also been directed to take all security measures to ensure the safety of life and property of citizens of capital. The District Administration has also requested for cooperation from the Arunachal Pradesh Chamber of commerce, all the Market Welfare Committees, Petrol Depots Association, Banking Community within Capital Complex area and appealed to their members to carry out their routine business as usual, so that bandh callers are discouraged and the routine life of common man is not disrupted. All the Public transport associations have also requested to appeal their members to ply their vehicles as usual to ensure public convenience.

Support to bandh call

The Joint Action Committee on Minority and Schedule Tribe Status of Arunachal Pradesh (JAC-MSTSAP)  said in a release that it supports the capital bandh called on Oct 16 by the Student Union Movement of Arunachal Pradesh (SUMA) on the issues of PRC, Minority, and NPF. The JAC-MSTS AP appealed the govt and the Election Commission not to recognize the political party, Naga People's Front in the State of Arunachal Pradesh, saying we the Arunachalees have their own regional party to address their regional issue, and we don't need the NPF in Arunachal Pradesh.

 

 

Tezu MLA refutes allegations

ITANAGAR, Oct 10:  Parliamentary secretary for PHE & WS cum Tezu MLA Karikho Kri in a release today made sensational claim that Anjaw MLA Kalikho Pul, who was dropped from the council of minister is politically hostile and opposed to the present Chief Minister and therefore he is also harbouring animosity against him. Interestingly both Pul and Kri represent the ruling Congress party.

While clarifying to the allegation levelled against him for carrying out violent activities against some member of All Mishmi Students Union (AMSU) recently at Tezu, he termed the allegation hurled by victim families of Tezu vandalism incident as concocted and politically motivated.

In a written statement Kri clarified that he had nothing to do with the incident that took place at Tezu on September 27 and said that allegation was levelled with malicious intention.

Recounting the incident, he said, All Mishmi Students Union (AMSU) is divided into two factions. One group of the AMSU is being led by Sohalo Ngadong, president and other part of the student wing is led by Ahingso Kri, its general secretary. There was animosity between the two groups because both group wanted to conduct the next AMSU election at their preferred venues. Ngadong wanted to conduct the election at Hawai in Anjaw district and Kri at Wakro, Lohit district.  Both the groups were adamant to their point, and the matter could not be resolved amicably. Sensing that it was becoming difficult to placate the other group to agree to conduct the election at Hawai, the group led by Ngadong tried to suppress the other group by use of force and started taunting; hurling derogatory remarks against the group led by Kri at Tezu and destroyed several numbers of vehicles and shops at Tezu town. Later the same group bashed up the school captain of Govt. Higher Secondary School, Tezu inside the school premises. After that incident, the stage was set for confrontation and open feud broke out between the two groups.

“Singla Malo Pul, who is the wife of Ajan Pul, is accusing and trying to defile me because she has personal grudges against me and wants to avenge. On 17th August 2013, Ajan Pul instigated a group of mob  armed with lethal weapon who wanted to snatch away our family land illegitimately. They even uprooted the security fencing forcibly. Following that incident, my younger brother lodged an FIR at the Police Station, Tezu two days later, on 19th August and taking cognizance of the fact, the police registered a case against Ajan Pal under section 147/352/427/506/34 IPC. It is also vital for the media houses to know that Ajan Pul is a close relative of Kalikho Pul, MLA of Anjaw district,” he  said.

Ajan Pul, Sohalo Ngadong and Kuling Chaitom are not students. But it is surprising to learn that they’re still holding position in students union. The whole truth is that they’re political activists but under the guise of student organization, they’re trying to defame me politically and jeopardize the peace and tranquility of the region in order to discredit my personality. The political game against me started evolving right the new government took over. Kalikho Pul, who was dropped from the council of minister, is hostile and opposed to the CM politically and he is also harboring animosity against me, Kri further added.

 

 

LDV gears up for Dambuk bye election

ITANAGAR, Oct 10: The preparation for smooth and successful conduct of bye election for 42nd Dambuk (ST) Assembly Constituency is going on in full swing under the guidance of Deputy Commissioner cum District Election Officer who is also the Returning Officer for Dambuk Assembly Bye-Election 2013. Following the latest ECI’s guidelines to monitor the expenditure mechanism of any political party or candidate during General Election, various expenditure monitoring cells were already constituted namely, Video Surveillance Team, Video Viewing Team, Accounting Team, Media Certification & Monitoring Team, Flying Squad, Static Surveillance Team, District Nodal Officer of Excise Department and so on. These Monitoring Cells will be headed by Sandeep Kr Singh, Assistant Commissioner as its Nodal Officer. Two phases of training were already imparted to them by the Assistant Commissioner, Sandeep Kr Singh in presence of the expenditure Observer for Dambuk Assembly Bye-Election, Stephen Hongray, IAS. EVMs have already arrived in the district and first phase of EVM checking at RO level has already been done.

Meanwhile due to announcement of Bye-Election for 42nd Dambuk Assembly Constituency district magistrate of Lower Dibang Valley District, Roing exercising the power conferred under Section 144 Cr PC has banned the carrying of any arms including licensed arms/lethal weapons like Dao/sword/bow and arrow/any sharp weapons in the district till completion of the election process.

In separate order, the District Magistrate has directed all Arms License holders of 42nd Dambuk Assembly Constituency to deposit their arms along with the license to the respective Police Stations of their areas in accordance with Section 21 of the Arms Act 1959. It further stated that to complete deposition of arms within a period of 10 (ten) days from the date of issue of this order and the deposited arms shall be returned to the licensed holders after two weeks from the date of declaration of results.

These orders have been issued by the district magistrate in the interest of maintenance of Law and Order and as a preventive measure for the smooth conduct of bye-election 2013 and also for peace and tranquillity during the election period effectively. DIPRO

ITANAGAR, Oct 10: One of the remotest parts of state Lemiking circle under Upper Subansiri district is an unexplored paradise. The area around Lemiking circle is blessed with utmost natural beauty. Not many know that Lemiking and its adjoining area have been bestowed with stunning lakes. Recently group of villagers namely Tare Nilo, Taring Nilo (Nilo village) and Tadek Sere(Naba village) all hailing from Upper Subansiri trekked till last border area.

They went upto Chu Pumbu (Holy water site) which is considered to be sacred place for Buddhist believer. Situated on the foot of hill, Chu Pumbu is nearby border and legend is that before border was drawn Buddhist believer from Tibet use to visit the area on pilgrimage every year. From the last motorable road, it takes around 16 days trekking to reach the location.  Lake Denglo located at Gegu area which is 4 days trek from Orak village (last village connected with road) is another stunning tourist location. The pristine beauty of lake has no comparison and it is quite a big lake. Similarly Sengrio lake under Nacho circle which is 5 days trek from Kargam village is another destination which can become major tourist attraction in the future. Talking to this journalist district tourism officer of Upper Subansiri Dikchu Raji informed that majority of tourist attraction of district has not been unexplored yet. “Due to lack of proper road communication many beautiful area still remain elusive. If development is well planned, Upper Subansiri can become hub of tourism activities in the future. Besides scenic beauty, the area is good for river rafting and trekking activities,” said DTO Raji.

 

 

ATSU stage peacefull dharna

DAPORIJO, Oct 10: All Tagin Students’ Union today staged a peaceful dharna at Daporijo township in favour of its three-point demands  for immediate inclusion of  Hindi, Geography and Education departments at Govt Degree college, Daporijo,   immediate creation of one more government  higher secondary school at Daporijo township and the finally immediate shifting of cremation cum burial ground. More than thousand of students participated in the peaceful procession with banner and placard.

Meanwhile, Deputy Commissioner Tahang Taggu said that  the  three-point demands of the  Union will be recommended to higher authority as early as possible for further consideration and necessary action. However, regarding the demand for shifting of burial cum cremation ground, he said it  is a central scheme funded and implemented with lots of study by technical expert committee by Govt. of India. The Govt has already spent crores of money for development and completion of the project and it cannot be simply shifted to some other place without any major reason, he added. “However, such changes of central scheme need to be taken under the consideration of Govt. of Arunachal Pradesh with real willingness of local populace to shift the ground.” He further said that any project implemented by  Central will not be destroyed for the personal vested interest of some people.

In its memorandum to Deputy Commissioner Upper Subansiri District, ATSU said that due to lack of adequate teachers and non existing of familiar subjects like Hindi, Geography and education department in the college students are facing huge problem which also resulted in very poor performance in the previous year’s academy result in which only 25 student, out of 299 appeared came out successfully.

ATSU also claimed that  there are many private and Govt secondary schools, middle and primary schools in Upper Subansiri, but in Daporijo township there is only one Govt higher secondary school which is too  overcrowded with 200 to 300 students in one class room. Many student do not get admission in this lone higher secondary school in township due to  shortage of class rooms  and infrastructure which has become a serious problem for the students, ATSU claimed.

Further ATSU informed that burial ground nearby local dwellers is creating unhygienic atmosphere in the area and need to shift in some other place outside the town, they said.

 

 

NEEPCO urged to fulfill commitments

ITANAGAR, Oct 10: While lauding the prompt action taken by the  local MLA Nabam Rebia and subsequent assurance of NEEPCO to  provide job to the  family member of late Nabam Sarbang, who was swept away by dam water on Oct 6,  the Lichi-Cher  Ranganadi Project Affected Area Management Committee (LCRPAAMC) today claimed that apart from the loss of precious life of Nabam Sarbang, many domestic animals  like Mithuns, Cows and goats were also swept away  by river water on the same day.

Meanwhile, the Committee reminded the NEEPCO Ltd of its earlier genuine demands and commitments of HOP, RHEP Yazali like  implementation of CSR Schemes, providing group C & D posts  to  downstream affected people  and installation of early  warning system at Lichi, Par Lichi, Upper Sher, Lower Sher, Nyokriang, Upper Jumi, Komaseki and Kakoi villages.

Urging the NEEPCO to fulfill its commitment given in  recent meeting in presence of MLA, the  Committee  urged the NEEPCO to allocate fund  under CSR  for  construction of flood protection wall at Lichi and Upper Jumi respectively, failing which the Committee shall launch strongest   democratic movement against the NEEPCO Yazali.

The Committee also appreciated the decision  for formation of Downstream Welfare Association  and  urged the  authorities to find out amicable solution to all outstanding problems.

 

 

Tirap District Health Society Governing Body meeting held

KHONSA, Oct 10: The general body meeting of the Tirap District Health Society was held at Khonsa district hospital today in which medical officers, ANMs from Khonsa hospital, CHCs, PHCs and representatives from the line departments attended.

Speaking on the occasion, Tirap Deputy Commissioner and Chairman, TDHS Kamlesh Kumar Joshi expressed unhappiness over the poor reporting of information, especially by the ANMs and asked them to be regular in reporting.

He also said that uploading of data in the Website should be done after proper verification. Joshi while urging the MOs to work with a missionary zeal told the DMO to convene another meeting in the near future exclusively for the ANMs and health assistants. He further said that he would conduct surprise checks in the hospital from time to time to ensure proper functioning of the lone district hospital.  Dr. Nong Borang DRCHO explained the activities and achievements of NRHM under various schemes in Tirap district through a power-point presentation.

Earlier, DMO Dr. Komlung Perme in his welcome address gave an overview of the district health society. He said that the main objective of convening the meeting was to assess the achievements made so far in executing the schemes. On the same day other programmes like TB, Malaria etc were also discussed threadbare. Tirap ZPC Chawang Lowang also attended the all important meeting.   DIPRO

 

 

Shergaon Forest Division celebrates wildlife week

ITANAGAR, Oct 10: National Wildlife Week 2013 was celebrated by Shergaon Forest Division, in partnership with the Bugun Welfare Society.

As part of the celebration, a seven-day wildlife and nature education residential camp for school children was organized at Lama Camp which is located at the outskirt of Eaglenest Wildlife Sanctuary. Altogether Sixty five children from class 6 to class 10 attended the camp in two batches along with 4 teachers. Students from Government Higher Secondary School, Rupa, Government Secondary School, Singchung, Government Middle School, Tenga Market, and Army Public School, Chindit Top participated in the programme.

Dr. Umesh Srinivasan from National Centre for Biological Sciences (NCBS) Bangalore, Nandini Velho from James Cook University Australia, Rohan Pandit from the Indian Institute of Science Education and Research (IISER) Pune and Saujanya Baruah, a graphic designer from Yahoo and an avid wildlifer, based in Bangalore were present during the camp to train students on various aspects of wildlife conservation.

Earlier the cam was inaugurated on Oct 4 wherein Millo Tasser, Divisional Forest Officer, Shergaon Forest Division, and Indi Glow, Chairman of the Bugun Welfare Society spoke.

The school children were introduced to several aspects of wildlife and conservation, including the global importance of Eaglenest Wildlife Sanctuary, the stunning array of plants, birds and animals that are found in Eaglenest, as well as the importance of wildlife conservation.

Each session was accompanied by group and individual practical exercises, such as mapping Eaglenest, matching rare animals and their habitats and learning about insects all of which saw enthusiastic participation. Wildlife documentaries were also screened in the evenings.

During valedictory function held on Oct 10, students were presented with certificates of excellence for various categories of activities, group as well as individual. Every student was given certificate of excellence. Former MLA Naresh Glow and other members of Singchung gram sabha attended the concluding ceremony.

 

 

Durga Puja celebrations begin at Pasighat, Ruksin

RUKSIN, Oct 10: The century-old Pasighat town in East Siang, Ruksin market and Jonai town of Assam bordering here witnessed heavy rush of people as Durga Puja festivities began today.

Though the prices of garments and all other items have increased considerably, yet   a large number of customers are seen busy in marketing.

There are eight puja mandap (pandals) in and around Pasighat town and two at Ruskin with each pandal costing around Rs. two to five lakh. The management and organizers of the  puja are leaving no stone unturned to entice visitors.

Puja mandaps  wear  a festive look with illuminated  and colourful flash lights. The priests are seen busy in performing rituals (Budhan and Awahan) at the onset of Maha Sasthi this evening, while the devotees are seen thronging the pandals amidst the chanting of hymns.

The Hindus believe that the Goddess arrives on the earth to kill the demon king Mahisasura, symbolizing the victory of good over evil. She is accompanied by her children Lakshmi, Saraswati, Kartik and Ganesha.

It is celebrated as victory of truth over evil. Mother Durga had fought a 10-day long ceaseless battle to kill demon Mahishasur to end his tyranny.

Meanwhile, the district administration has instructed the police to keep strict vigil in and around Pasighat township to ensure smooth celebration of the festival. Traffic movement has been strictly regularized in the township to facilitate the pedestrian movement.

 

 

Taloh  highlights handloom sector in national conference

ITANAGAR, Oct 10: Arunachal Pradesh Textiles and Industries Minister Tapang Taloh  highlighted  the importance of handloom, handicrafts and sericulture sectors in the conference of States Ministers, Textiles held in Vigyan Bhawan, New Delhi  yesterday.  

More emphasis has been made for continuation of Group Approach with enhanced of project amount in the  conference.  The minister apprised about Cluster Programme which will provide more benfit to weavers living in rural area in the State. Taloh also raised the establishment of NIFT in Arunachal Pradesh in which Union Minister has agreed in principle.   Giving his nod to the invitation of  Taloh, the Union Textiles Minister Dr K S Rao  agreed to visit Arunachal Pradesh on  Nov 6 and 7 next. The conference which was convened by Union Minister of Textiles Dr. K. S. Rao  with all Ministers of the State and Union Territory of Textiles.

The policies and programmes for launching of new scheme and modified ongoing schemes have been discussed  in the confenece attended by all ministers of states, secretaries and directors  and convened by Union Minister of Textiles Dr. K. S. Rao, according to an official release.

Why rake up issue now

Dear Editor,

For the last few months in local dailies it has been observed that article about improper conduct in the distribution of compensation is being claimed by few individuals and in the name of various associations, society from 12th Pakke- Kessang assembly constituency. May I appeal all of these to approach District Administration with the claimant name, place, details of area, property etc if any before going directly to the Chief Secretary, Govt, of Arunachal Pradesh and local Media. Such acts is disturbing working atmosphere of Govt officers and officials in smooth functioning.

After the objection raised by the 12th Pakke- Kessang Anti Corruption Association, the District Administration, East Kameng, had constituted a committee headed by the CO, Pakke- Kessang as Chairman, LRSO East Kameng , President and Secretary of 12th Pakkessang Anti- Corruption Association , ZPM & Anchal Chairperson of the 12th Pakke Kessang as member to verify the application submitted during the claim and objection period by the claimant of 12th Pakke Kessang which include Passa Valley and Pakke Kessang Valley. The committee had come out with findings that most of the claimants have already taken compensation. Rest the committee had submitted reports to the Deputy Commissioner, East Kameng for fruitful action from their end.

Before starting of TAH payment it was published in the local dailies continuously for ten days for claim and objection. I questioned where all claimant was hibernating at that time? Why time again and again the District Administration is entertaining the matters after its own notification.

Dragging of local MLA and PRI leaders in the distribution of TAH compensation is baseless since this issue is related with business of two individual’s i.e claimant and compensation paying authorities.

Lastly, I appeal to the District Administration, East Kameng, to immediately dispose of the remaining payment immediately and unnecessarily withholding payment is inviting the problems besides delaying in construction works of Trans Arunachal Highway which will become life line of Arunachalees and remedies of surface communication gapped in the area since many years.

Beware of fraud schools

Dear Editor,

Through the column of your esteemed daily, I would like to appeal all the parents of our state to be alert while admitting their children in any private schools.  Just after seeing the attractive advertisement they should not get their children admitted and should carry out proper research. Often it is seen that faculty members coming from different region of country, physically and morally torture our children in the form of rape, molestation etc. It is well known that due to alleged rape of as many as 14 girls by the hostel warden -cum teacher Mr. Vipin Viswan at Likabali which came to forefront in August 2013, life of around 400 students has been hampered.

It has been practically seen by every section of society that principal of St. Anthony’s Junior college for science, Harmoti Assam also allegedly raped and molested some girls of his college recently .He is Mr Roy Das Melathil now in jail who comes from same region, from which the Likabali rape accused belongs. Due to his heinous criminal act, the school has been closed forever by the localities of Harmoti. Sufferer were our Arunachalee students numbering around 50 hailing from every nock & corners of the state like Tuting ,Mechuka, Aalo,Nyapin,Sangram ,Sagalee, and Daprijo etc. The incident happened in mid academic carrier of the students soon after F.A- I and F.A-II exam has just got over and S.A-I exam was supposed to take place.

I on behalf of all the victims of parents of St.Anthony Junior College for science, Harmoti, Assam offer my heartiest gratitude to AAPSU members lead by its Vice- President Likha Takkar and Tame Tahi Tarh who met victim along with the parents and helped in ensuring that academic progress is not hampered. Also we recognize timely intervention of Minister Education Govt, of Arunachal Pradesh for his prompt action.

Lastly I being one of the Senior Citizens of Arunachal Pradesh do hereby appeal one and all not to run after the self proclaimed best schools in the days to come .Let us study the back ground of particular schools before giving admission to our children.

Advantages and disadvantages of compensation money

Dear Editor,

Applause to the compensation system that prevails in our state. Till date many of us had received a good amount in the form of compensation from construction companies or organizations. Whether it is road construction company or power developer, they had paid us handsomely. Many of us became Lakhpati and even some few became crorepati within a short span of time without much difficulties and hard labour. The compensation money acts as a great reliever and harbinger for many of us. We are relieved from the long pending debt. We are blessed with four wheelers, two wheelers, mobile, telephone and all luxury items from the compensation money. Many of us started sending the kids to private schools and colleges. Even some of the families have left for long trip with family members on visiting or medical purposes. These all were a distant dream for many of many us without compensation money.

However, as we know, for every good thing there is also a bad thing. For many of us, this luxurious life style last for a very short period. In another sense, the compensation money compels some of us to live an unrealistic life style. It is seen that many of us has lost our traditional system of living of the society. We start living like a king or queen. The foreign liquor takes the place of traditional drinks. The gold and silver chains replaced with rich traditional ornaments and beads. Bikes and mobiles are easily purchased for the school going children. Even some of our beloved children became addicted to bad habits. After spending whole of the compensation amount, a life of frustration and depression begins. A position comes from where we are unable to return and adjust with our rich traditional life style of the society. Even many happy families are disturbed and in certain cases enmity among the family members are created.

It may not be wrong to assume that this all happens due to the abnormally high compensation money received from the private companies or the organizations at once. Many of us received a big amount at once with a small loss of assets and properties. The method applied by these private companies and the organizations for assessing the loss of assets and properties might be the best method of the world because it has been observed that with a small loss of assets and properties, many of us used to get a huge amount. That may be one of the reasons why people use to do plantation and construct structures in and around the project site.

Thus, to ensure a quality works, the various companies and the organizations engaged in this field are to assess the losses of assets and properties based on its originality. It may also be ensured that no one is deprived of from the compensation because it has been observed that many of the influential people used to get big bucks for a small loss while some genuine people used to get a small amount for the huge losses of assets and properties. While assessing the losses, the existing rate of the value of assets and properties prevails in the society may also be consulted properly so that there is least harm and disturbances to the peaceful traditional society. Let the payment of the compensation be based on the actual losses caused to a person or family.

Again, as a concern and responsible citizen of the society as well as the State, let us take extra precautions while spending the compensation money. Judicious use of compensation money is highly required for a long lasting solution of the various problems that crops up from the compensation money. Let us treat compensation money as hard earned money instead of treating it as easy and free money. Let us create permanent source of income by establishing durable assets and properties.  Moreover, let us not claim abnormally high compensation particularly from the road construction companies as every abnormality is not a good sign. Let us take the road crossing our land as a boon instead of money minting machine as the road crossing our land will make it more valuable. Moreover, let us be pro developmental activities of the State. Lastly, whatever the compensation money we have received, let us spend it judiciously and economically and create permanent assets.

Impact of climate change

According to a study into people's experience of climate change, almost all of the 33,500 respondents across seven countries identified significant changes to their environment and basic resources - from increased temperatures and extreme weather events to decreases in water and food.

In India, almost half of respondents surveyed across Gujarat, Madhya Pradesh, Odisha, Tamil Nadu, Uttarakhand and Mumbai were struggling or finding it impossible to take any action at all. A large percentage  of rural respondents felt that agricultural productivity had declined over the last ten years and farmers said that crops had declined due to unpredictable rainfall. But poor and rural communities had low access to information that could help them to manage shrinking resources such as water, which all groups reported as their biggest worry.

Only 17 per cent of respondents in Madhya Pradesh felt informed about how to respond to changes in their environment, and many simply did not feel that they could take individual action.

On the other hand, 74 per cent of respondents in Mumbai said that they felt informed and better off urban respondents reported making changes such as saving energy, finding new water sources and planning for disasters.

Ninety percent of people across the five states and Mumbai said that changes in the environment were impacting on their household income, but only 30 per cent were willing to make changes to their livelihoods. Over half said that it was not their responsibility to take action - while also expressing low confidence in government to help them.
